Shaw said the draft ordinance was developed in cooperation with the Greenville County Animal Shelter, county staff and animal advocates and is intended to reduce the number of dogs entering county animal care by taking “reasonable steps” and adding voluntary identification measures.
"I would encourage all my fellow counselors to review this. It is mainly the product of a cooperation between the animal shelter itself, our staff, and the animal advocates," Councilor Shaw said. He told councilors the state legislature had recently passed a cost‑of‑care bill that, in his description, would shift the cost of care to people who break the law; Shaw said the proposed local ordinance would incorporate that change and include regulations for people who call themselves breeders.
Shaw asked the public to weigh in during future hearings, and council leaders noted that public‑comment rules the council counsel was preparing prevented advocates from speaking at this meeting; Shaw said he expected further public input as the committee reviews the draft. The council voted to refer the ordinance to the Roads, Infrastructure and Public Works Committee.
No formal amendments or votes on the substance of the ordinance were recorded at the Jan. 21 meeting; the item will return to committee for additional review, public comment and possible revision.
