Greenville County’s Planning and Development Committee voted to deny a rezoning request to convert a 50.049-acre property near Rutherford Road and North Pleasantburg Drive from I-1 and S-1 to a PD (plan development district) that would add multifamily and single-family attached residential units to an existing industrial/commercial site.
Staff recommended denial, saying the Plan Greenville County comprehensive plan designates the parcel for industrial uses — warehousing, manufacturing and highway commercial — and does not include residential development. Staff also flagged feasibility concerns for Rutherford Road access that would require construction of a right-turn lane adjacent to a railroad and said the preliminary plan placed the residential component on the western side of the property with vehicle access off Delmar Avenue, a narrow local road.
At the meeting committee members repeatedly raised traffic concerns. One member summarized that he had received many emails and said residents “like the commercial aspect” but were worried about traffic if the residential component was added. Committee members noted preliminary estimations that, at maximum build-out scenarios discussed in the meeting, vehicle trips could increase substantially and asked staff whether a traffic-impact study would be required; staff responded that traffic engineers and SCDOT review would determine trip generation and mitigation.
Planning commission recommended denial; the committee voted to deny the rezoning on a motion to deny recorded on the transcript.
