Tricia Chasen, representing 4 Star USA Real Estate Group, described a proposed modification to Village Grove’s flexible review district boundary that would rezone an approximately 0.04-acre portion of the review district to RMA (multifamily residential) and then deed that parcel to an adjacent property owner. Chasen said the change arose during plan review when Greenville Water required a water connection across neighboring property; the owner granted an easement in exchange for deeded property allowing an above-ground pool and shed to remain in place.
Chasen said no other changes to the development’s statement of intent are proposed and that utilities and a retaining wall are already in place. County staff and council members asked clarifying questions; no members of the public testified in opposition at the hearing. The chair noted the item will proceed through the major-change review process required for FRD amendments.
