The Greenville County Finance Committee approved a resolution certifying a site near Whitehorse Road as an abandoned textile mill to enable redevelopment of the property for an affordable housing project.

Richard Phee of Parker Poe Law Firm said he represented Hallmark Settlement Manor and described the site as the former Fout Fur Company property that ceased operations decades ago and has been an “eyesore.” Thompson Curry, with the company, attended to answer questions. Phee said the developer proposes an affordable housing project and that they were available to answer questions.

A committee member praised the agenda’s focus on reuse of existing sites and then moved to approve the certification; the motion carried by voice vote. The transcript does not include a detailed project plan, funding sources or a construction timeline.
