Councilman Mitchell asked that the item be deferred until Councilman Shaw, who was on Zoom but not present, could participate; members agreed to hold the item so they could consider the language with Shaw and potentially amend paragraph 3.33 if appropriate. A motion to hold the proposed text amendment passed by voice vote.
