Property owner Teresa Ann Milanacy told Greenville County officials she sought rezoning of 2056 Highway 418 in Pelser to allow family members to build homes on smaller lots. “The reason I wanna change the zoning is because other family members and grandchildren would like to build on the land, houses, and some of them can't afford the 3 acres,” Milanacy said.
Multiple neighbors opposed the request. Mike McElhay, who lives on Burgess School Road, said the parcel could be subdivided down the line and become a large subdivision adjacent to their homes. “What I don't want to see happen is obviously at some point in time, land passes hands, and now there's a subdivision right there next to our house in a really good peaceful area,” he said.
Another neighbor, Mike Wernsman, noted that Highway 418 is a truck route between I-385 and I-85 and described it as already congested. “If they go into acre lots, you could have 48,” Wernsman said, voicing opposition because of traffic.
Council members asked for clarity about subdivision intentions; Milanacy said the intent was to subdivide to allow relatives to build, and she acknowledged she would need to work with planning staff to determine what is permissible. Staff and several speakers stressed that a rezoning to RR1 would permit 1-acre lots and that future subdivision approvals and septic or sewer requirements would govern buildout.
No formal vote was taken at the public hearing. County staff will forward public comments and analysis to the Planning Commission and the Planning and Development Committee for their scheduled reviews.
