County approves multiple inducement agreements, certifications and fee-in-lieu measures

Greenville County Council on its consent and resolution agendas approved a series of economic development actions including Textile Communities Revitalization certification, an Abandoned Buildings Revitalization certification, and inducement resolutions authorizing the county to enter fee-in-lieu-of-tax (FILOT) and related agreements for multiple projects referred to as Project AIM, Project UP and Project Precedent.
Councilor Collins presented the items and moved adoption of the resolutions. The Textile Communities Revitalization certification for Hallmark Settlement Manor LP and the Abandoned Buildings Revitalization certification for property at 1001 Keys Drive were approved after roll-call requests showed the Textile certification passed with 11 in favor, 1 opposed and 1 absent, and the abandoned building certification passed with 11 in favor, 1 opposed and 1 absent.
For inducement resolutions related to economic development agreements, Council recorded roll-call tallies: the Project AIM inducement passed with 9 in favor, 2 opposed and 1 absent; Project UP inducement passed with 8 in favor, 3 opposed and 1 absent; and Project Precedent inducement passed with 8 in favor, 3 opposed and 1 absent. Councilors also authorized associated fee-in-lieu and special source credit agreements and related park-formation amendments for several of the projects; the motions directed county staff to execute inducement and FILOT agreements, subject to negotiated terms and subsequent formal agreements.
Council discussion on the floor was procedural; one councilor asked to confirm that the inducements had passed through the Finance Committee and noted that executive-session materials and benefit summaries were available to members. Councilor Seaman reminded colleagues that executive-session materials are accessible and that Greenville Area Development Corporation (GADC) provided a snapshot summary to Finance.
These resolutions and inducements authorize staff to negotiate and execute agreements that, under certain conditions, will subject participating projects to payments in lieu of taxes and may include special source credits to reimburse qualified infrastructure investments. Final terms and any required public notices or contract documents will be returned to council as needed for approval.
