Greenville County’s Planning and Development Committee on July 14 denied rezoning request CZ2025-038 for a 5.241‑acre parcel at 280 Rock Road in Greer, rejecting the applicant’s request to change the property to AG (Agricultural Preservation) zoning.
County planning staff told the committee the parcel is designated in the Greenville County comprehensive plan as suburban neighborhood and that rezoning to AG “would not be consistent with the plan” and would not meet “the intent of the AG Agricultural Preservation District,” which staff said is intended to preserve prime farmland and forestry. Greenville County Planning Commission also recommended denial.
The parcel is about 0.61 mile southeast of the intersection of Batesville Road and Pelham Falls Drive and is currently vacant; surrounding zoning includes RS (residential suburban) and PD (planned development). The applicant listed single‑family residential and agricultural uses as proposed land uses, which staff noted are permitted under the parcel’s existing RS zoning.
During discussion a commissioner representing the district said he had visited the property and referenced “all the shenanigans and everything that’s going on with this property in the past 5 years,” and asked colleagues to deny the request. A motion to deny the rezoning was made and approved by voice vote; committee minutes record the action as denial.
