The Euclid Civil Service Commission voted Aug. 5 to reinstate candidate Zachary Porch to the City of Euclid Fire Department certified eligibility list after staff and the candidate reported email delivery problems.
Fire Department officials told the commission Porch was removed from the entry‑level list for failing to respond to emailed contact attempts on May 27 and June 3. Porch later sent a certified letter dated July 7 asking to be reinstated; he told the commission he did not receive the city emails. City staff and the law director noted there were known issues in that period with city emails being delivered to Gmail accounts.
Fire Chief Womack described the outreach and subsequent contact: “We reached out to him by email on May 27 and June 3, asking him if he was still interested in moving forward with the process. We did not hear anything from him. So we removed — he had his name removed from the civil service list.”
After the certified letter, the candidate contacted the civil‑service secretary requesting reinstatement. Commissioners voted on a motion to reinstate candidate number 103, Zachary Porch, to the certified eligibility list; the motion passed on a voice vote with all commissioners saying “Aye.” The chair announced, “Mister Porch is reinstated to the list.”
Commissioners clarified that Porch would resume his previous position on the list (number 103) even though other candidates above or below him had changed status since his removal. Staff noted a regional test is scheduled for September and that a new certified list will be prepared following that testing cycle.
The commission’s action restores Porch’s eligibility; staff will place him back on the list and proceed with routine list administration and forthcoming testing. The reinstatement motion and its reasons were entered into the meeting record.
