Commission approves variance for hoop house and chicken coop at 20120 Adwell Drive

The Euclid Planning and Zoning Commission voted to grant a variance allowing an increase in combined accessory-structure area for a single-family property at 20120 Adwell Drive, permitting two additional agricultural structures — a 120-square-foot hoop house and a 50-square-foot chicken coop — for personal use.
Applicant Ifeoma Izapoi, who identified herself as a gardener, told the commission she has gardened in Euclid for a decade and asked to add a second hoop house to separate perennials from annuals and a coop to house chickens. "I've been gardening for the past decade in Euclid," Izapoi said during sworn testimony.
Staff reported that the property already has an existing hoop house and an existing shed, and that the new structures would be in the rear yard. The requested relief is from the Euclid codified ordinances that limit the combined total area of accessory structures to 720 square feet. The commission granted a total permitted combined area of 854 square feet, a variance of 134 square feet, subject to two conditions: the sidewalls and coverings must be maintained in good condition with no rips or loose fabric, and failure to maintain the covering for more than 30 consecutive days or to allow a support structure to remain uncovered for more than nine months may result in revocation of approval.
During questioning Izapoi said she had notified neighbors and that both adjacent neighbors told her they "don't mind at all." The planning staff confirmed the applicant is permitted under existing lot-size rules to keep up to 12 chickens and that no additional variance for the number of chickens was required.
The motion to approve the variance (with the stated conditions) was seconded by Commissioner Swanson Sawyer; roll-call votes recorded yes from Weymouth, Monroe, Swanson Sawyer and Drake. The motion passed with four yes votes; one commissioner was excused.
Staff reminded the applicant that building permits are required and that installation of the structures is not authorized until required permits are submitted and approved by the Euclid Building Department.
