The Kenilworth Department of Public Works has begun servicing Roselle Park under a shared-services agreement that took effect July 1, the council was told.
Councilman Boyle reported that feedback from Roselle Park leaders and residents has been positive and that the borough is preparing billing for the arrangement. He also announced bulk pickup scheduling and recycling logistics for affected routes.
Boyle provided department staffing and time-off figures for July 2025: 176 short-term disability hours, 104 sick hours, 256 vacation hours, 30 personal hours and 324 hours of overtime. Later in the meeting, council members and staff explained that overtime is higher while nine new hires for the DPW have not yet started; until those positions are filled, overtime will offset the staffing gap.
Council members discussed whether the overtime levels were within expectations given the shared-services arrangement and recent storms. CFO and administrative staff indicated overtime spending was within financial expectations because salary accounts were under budget while vacancies remain. The council did not approve any new staffing actions at the meeting but noted that hiring remains a priority to reduce overtime.
