Committee adopts member Hall's governance-framework substitution as recommendation to full board after amendments

Member Hall introduced a full substitute for the State Board's governance leadership framework for trustee training. The document reorganized the existing framework into themes such as district strategic planning, accountability and board-superintendent relations.

Members questioned whether distributing a full substitute at the meeting complied with open-meeting norms; Hall said he should have shared it earlier and that the chair could have provided more notice. After a short reading period members debated whether the new structure simply rephrased the earlier document or introduced substantive changes. Member Pickering, a former trustee, said the substitution aligned the framework closer to Chapter 11 duties and would help clarify trustee responsibilities. Member Charles said she wanted more time but did not block consideration. The committee adopted Hall's substitution as the base document by recorded voice vote.

Members then proposed and passed targeted amendments, including language under "accountable governance" clarifying that trustees may use executive session within the Open Meetings Act guidelines and that the superintendent's presence there is at the board's discretion; another small edit corrected wording about locally developed, near-term measurable goals. The committee voted to forward the revised framework as its recommendation to the full board; members may submit additional amendments for the full board agenda in accordance with scheduling rules.
