Manteno board approves highway authority agreement, parking variance and $291,594 in bills

The Village of Manteno board approved several consent-agenda items by omnibus vote on Aug. 18, including a highway authority agreement related to environmental sampling, an ordinance granting a parking variance for 323 Park Street, and payment of bills totaling $291,594.01.
Trustee Todd Crockett described the highway authority agreement allowing access by the purchasers of the Manteno Laundry and Dry Cleaning property — identified in board documents as James L. Grama Revocable Living Trust on behalf of Manteno Laundry and Dry Cleaning Inc. — to the village right-of-way for Illinois EPA sampling and cleanup work. Crockett said the buyers have already completed an initial cleanup on the property and that the EPA process may expand the area to verify whether contamination extends into village easements and rights-of-way. Village Administrator Chris Larocque confirmed the agreement permits sampling and possible removal work in the village right-of-way as part of the EPA process.
On planning and zoning, the board approved Ordinance 25-13, granting a variance under Title 9, Chapter 12, Section 9-12-5 to allow a concrete driveway to be installed up to the east property line at 323 Park Street. Trustee Woodrow reported the planning commission held a public hearing Aug. 12, received no public opposition, and voted unanimously to recommend the variance. The applicant, Daniel Gerber, told the commission his neighbors supported the request and cited repeated hit-and-run incidents when parking on the street as the reason for seeking a driveway.
The board also approved payment of bills in the amount of $291,594.01 (including TIF-related items as noted in the finance report) by omnibus vote. The motion to take a single roll-call vote and approve the listed consent items was moved and seconded from the floor and carried by roll call.
What’s next: The highway agreement allows EPA sampling to proceed; staff said further communications with the property purchasers and the Illinois EPA will follow. The variance for 323 Park Street has been authorized and will be implemented per usual permitting processes.
