Representative McGovern moved to make in order amendment No. 485 to H.R. 3838, an amendment authorizing appropriations for the World Food Program to address global food insecurity. McGovern argued the World Food Program (WFP) faced funding shortfalls that had forced cuts to rations and programs in some of the world’s hungriest regions and said, “Hunger is not inevitable.”
Representative Scott, speaking for the majority, said he was sympathetic to the cause but said H.R. 3838 is not an appropriations bill. The committee rejected the motion on a voice vote; Representative McGovern then requested a roll-call vote. The clerk conducted the roll call and the amendment motion failed after the recorded vote.
