House Rules Committee approves structured rule to govern consideration of H.R. 3838

The House Committee on Rules approved a structured rule to govern consideration of H.R. 3838, the Streamlining Procurement for Effective Execution, Delivery, and National Defense Authorization Act for fiscal year 2026. Representative Scott offered the motion to report the rule, and the committee agreed to the motion.

The rule as moved waives points of order against consideration, provides one hour of general debate divided between the chair and the ranking minority member of the Committee on Armed Services (or their designees), and substitutes the text of Rules Committee Print 119-8 as the amendment in the nature of a substitute, among other procedural provisions. The rule also provided motions to recommit and structured procedures for further amendments printed in the Rules Committee report.

Representative Scott moved the rule and, after the vote, was named to manage the rule for the majority on the floor; Representative Scanlon will represent the Democrats. The committee chair put the question and the motion to report the rule was agreed to.

Members debated numerous proposed changes to the rule during the markup, offering amendments to make specific policy or programmatic provisions in order for later consideration on the floor. Several of those amendment motions were subsequently voted on during the markup and either were ruled in order or not agreed to by the committee.
