Council reviews street, stormwater and STP projects including Bluffs phase and North Oak Ridge design

Staff presented several capital projects for the council’s review, saying funds from the STP street program will begin to be used for the North Oak Ridge, North Yellowstone and North Teton areas and that design for North Oak Ridge Road would start next year.
On stormwater, staff said the Bluffs area project will start Phase 1 this year with an estimated cost around $472,000 and that work will carry into next year as Phase 2 is developed; staff said the city has the fund balance to cover the increase but will need to draw down reserves. Staff also described an earlier Redwood storm project (Phase 1) and said Phase 2 along Ninth Avenue North must move forward so stormwater will drain properly.
Street-maintenance work described in the draft budget includes routine patching, painting signs, slurry sealing, curb and gutter work and asphalt repairs. Staff noted that capital-improvement planning had shifted some street-maintenance priorities in the draft budget.
No formal actions were taken; staff asked councilmembers to review the projects and to provide feedback on prioritization and funding before formal bond or appropriation steps.
