The Putnam County School Board voted Aug. 5 to approve an amended property description for a parcel near Round Lake Road associated with the Kelly Smith Elementary School project, after a surveyor recommended holding the north boundary of a 66-foot easement to avoid taking adjacent homeowners’ yards.
Surveyor Travis Barreno told the board the parcel originally shown on earlier maps appeared larger due to older field monuments placed in the 1980s; those monuments were not aligned to true section lines and would have caused the district to acquire portions of neighbors’ property and road right-of-way. To respect existing improvements and neighbors’ concerns, Barreno recommended a legal description that keeps the district parcel north of the 66-foot easement and yields a parcel the surveyor estimated at about 9.46 acres.
Barreno said staff and the landowner had discussed the change and that the adjusted boundary would provide a buffer between houses and the school while avoiding unnecessary property-taking and the need for additional fencing or eminent-domain actions.
Board members said the revised description resolved neighbors’ concerns and preserved the acreage the district intended to buy. The board approved the amended acreage purchase by motion.
Staff said the revision would allow design work to proceed while the district coordinates final legal descriptions and closing steps with property owners and the surveyor.
