Committee signs onto King County hazard mitigation plan; Renton annex included

The Committee of the Whole met to review the King County Regional Hazard Mitigation Plan and the City of Renton annex and signed the committee report supporting adoption.

The County plan, including Renton’s annex, had been reviewed by FEMA, which the presenter said returned "0 comments for us" and accepted the local submission. Deb Needham said the city’s annex will be incorporated into the regional plan and asked the committee to adopt it when it appears on the full council agenda.

Why it matters: adoption of a county hazard mitigation plan is a prerequisite for jurisdictions to maintain eligibility for certain federal mitigation grants and for the city’s local mitigation projects to be recognized in the regional framework.

Committee discussion credited multiple departments for contributing to the annex. Deb Needham said departments provided mitigation projects and updated GIS maps. Councilmember O'Hara praised the "wide participation from all departments" and singled out MJ Thomas for research work.

Committee members also noted a contracted "reunification strategy" service cited in vouchers; Councilmember O'Hara described it as a woman‑owned business specializing in reuniting children with parents or caregivers during emergencies. Needham said the reunification draft, developed with Parks and Recreation and MJ Thomas, would be placed on the Equity Commission agenda for input and is intended for use in major incidents, including transportation accidents.

At the end of the item, the Council President said he would sign the report and move it at the upcoming council meeting "unless somebody has any objections." Hearing none, the president signed the report in committee.

The committee’s action endorses the county plan and the Renton annex; further formal adoption will be on the City Council agenda for final action.
