Sumner updates business-license threshold to align with state model, effective Jan. 1, 2026

The Sumner City Council unanimously adopted Ordinance No. 2932 on Aug. 18 to update the city27s business-license exemption threshold for out-of-city businesses. Council member Cole moved to adopt the ordinance; Council member Clurgett seconded, and the motion passed on a unanimous roll call.
City Attorney Andrea Marquez told the council the change updates Sumner27s code to reflect the state27s updated model business-license ordinance in the Revised Code of Washington. "The threshold for an out of city business needing a business license in Sumner used to be $2,000 since 02/2018. This year, the state updated that model ordinance to increase the threshold to $4,000," Marquez said.
Under the change, businesses incorporated outside Sumner that make less than $4,000 in gross receipts from activities in Sumner will not be required to obtain a Sumner business license. Marquez said the ordinance is set to take effect Jan. 1, 2026, to allow the city time to notify the Department of Revenue and for online application records to be updated.
Council members and staff indicated the change is primarily housekeeping to keep city code consistent with state law; there were no public comments on the item.
