Bullock County commissioners voted unanimously to deny a rezoning request by Michael Mallard that would have changed about 24 acres on Clito (Cleto) Road from AG‑5 to R‑80 to allow five additional single‑family lots.
Mallard told the board he bought the land in 2004, builds modest, energy‑efficient houses and wanted to add five more lots. Dozens of nearby residents and property owners opposed the request during public comment, saying the area lacks adequate road, drainage and water infrastructure for additional lots and expressing safety concerns for emergency response access.
Opponents cited existing drainage problems, narrow unpaved roads and the absence of required subdivision features such as retention/detention ponds and cul‑de‑sacs in parts of the development. Several speakers said rental turnover and property‑care issues among tenants in existing nearby homes have harmed neighborhood character. One resident asked whether the water supply on the property is inspected and observed that the current access uses a roadside ditch rather than a paved driveway.
Planning staff had recommended approval with conditions, but the planning commission had recommended denial by a unanimous 5–0 vote. After public comment concluded, a commissioner moved to deny the rezone; another commissioner seconded and the board voted to deny the request unanimously.
