The Casper City Council on Sept. 2 adopted a consent agenda that authorized several professional services agreements, equipment procurements, change orders and a real estate closing.

Key items read into the record included a contract with Dynamic Controls Incorporated for door access controls for Metro Animal Services and the police department range; an agreement with Civil Engineering Professionals Incorporated to update the 2016 stormwater utility and implementation plan; a procurement with Alpha Lavelle Incorporated for a sludge spiral heat exchanger for the Sam H. Hobbs wastewater treatment plant; and change order No. 1 for Ramsform Construction Incorporated on the Wolf Creek Road Improvements, West 30 Eighth Street to CY Avenue, phase 2 project.

The council also approved an agreement with S and L Industrial LLC for miscellaneous crosswalk replacements, a real estate purchase agreement and quitclaim deed to close the sale of lots 1 through 4 of the Robertson Road addition, a contract with West Plains Engineering for recreation center rooftop unit replacements, a procurement with Dynamic Controls for professional services on a thermal lens procurement project, and a deduct change order No. 1 with Grizzly Excavating and Construction LLC for the D Street Improvements project.

Vote and procedure: The consent resolutions were read by title and the council moved to adopt the consent agenda. The motion to adopt the consent resolutions was moved by Councilor Sweeney and seconded by Councilor Haskins. The transcript records two recorded nay votes (Councilor Haskins and Councilor Gammerath) on the consent resolutions; all other councilors voted aye and the motion passed.

Minute actions: The council also approved consent minute actions including the appointment of Megan Bratton to the Downtown Development Authority for a four-year term ending June 30, 2029, and multiple equipment purchases (manhole cutter, 53-foot box fan trailer, hand-fed drum chipper, rear-load sanitation truck, aerator and a truck-mounted single-engine sewer cleaner). The minute actions approval was moved by the vice mayor, seconded by Councilor Bond, and the motion passed with all councilors voting aye.
