The Randolph County School System board approved a $565 fee and the associated enrollment application to allow proficient students to attend the district’s summer reading camp on a fee basis under authority in Senate Bill 387.
District staff said the core purpose of the summer reading camp is to support students who have not met proficiency in reading at the end of second and third grade; Senate Bill 387 permits districts to admit proficient students on a fee basis and to set the fee. Staff reported that in 2023–24 the camp cost $217,915.20 and served 386 students. Based on those costs, staff recommended a $565 fee for proficient students and presented enrollment applications included in the board packet.
Board members asked operational questions: the fee does not change the district’s use of the Seamless Summer Option for meals, the district has historically offered the program at a limited number of regional sites, and relatively few proficient students have paid to attend in prior years (meeting presenters said three paid proficient students last year and eight the year before). The board approved the fee and the enrollment application by motion.
