The application sought to eliminate on‑site parking lot landscaping, allow a 6‑foot block wall in the front setback for security, use an existing driveway geometry and waive off‑site improvement requirements.
A staff report recommended denial, and the board took that recommendation. One board member said, “I agree with the staff's recommendations,” and a motion to deny carried on a voice vote. No public commenters appeared at the hearing on the item.
The denial does not preclude the owner from filing a revised application that addresses the staff concerns, including landscaping islands, pavement and frontage improvements; the applicant said he would pursue improvements to reduce dust and comply with air‑quality rules if the board or county required a different approach.
