The Sunrise Manor Town Advisory Board voted May 29 to approve a zone change and design review for a proposed vehicle maintenance and lubrication center at the southeast corner of Las Vegas Boulevard North and Craig alignment.

Angelo Carvalho, who spoke for the applicant, told the board the property is at the entryway to Nellis Air Force Base and is currently an eyesore the developer intends to demolish and replace with a low‑profile, approximately 29‑foot tall building. Carvalho said the project will include “full landscaping” with double rows of trees and that bay doors will face the front but be screened by tree plantings. Carvalho also said the facility would not be primarily used for outdoor storage.

A neighborhood commenter asked whether the new facility was simply a replacement for an existing auto repair use; Carvalho said the business would operate as a lube center with drive‑through oil change service only and no heavy repair. Another resident asked about homelessness/camping near the site; the applicant said the design will include security cameras and coordination with Metro and other public safety efforts.

Staff recommended approval of both the zone change (reclassifying about 0.52 acres from H-2 to IP) and the design review; the board moved and voted to approve both items. When asked to read a condition into the record, the board noted a commissioner’s request that the application include language stating the facility would not be used primarily for outdoor storage.

The board’s approval is advisory subject to final county review steps; the applicant said they will provide a photo of a built example (rather than only a rendering) and reiterated the project is intended to upgrade a visible corridor near the Nellis gate.
