The Sunrise Manor Town Advisory Board voted April 10 to approve four related actions from JAB Holding LLC to convert a vacant lot on the south side of East Lake Mead Boulevard (east of Christie Lane) to neighborhood commercial use and permit a roughly 4,160-square-foot retail building with shared driveway access.
Jim Childs, representing the applicant alongside co-owner Mr. Escobar, told the board the parcel is currently zoned RS 3.3 and that the project aligns with adjoining commercial zoning on the corridor. The applicant sought a plan amendment (PA257000018), a zone change to commercial general (ZC2502221), a vacate-and-abandon of a portion of right-of-way along Lake Mead Boulevard (VS250222), and a waiver/design-review for parking and the retail design (WS250223). Staff recommended approval of all four items; the board voted to approve each per staff recommendation.
During public comment, a resident asked whether the future tenants would include food service and urged management of trash because of nearby homeless activity on the vacant lot. Childs said proposed leases would be general neighborhood retail and possibly food uses but that the project provides an enclosed trash enclosure meeting county requirements; the applicant said the parcel will be maintained and that the teams involved have experience operating retail properties in the valley.
Board members asked questions about informal uses on the vacant lot and requested assurances about the trash enclosure and that the site would be properly maintained; the applicant said shared access and coordinated site design with an adjacent developer. Each of the four items passed on motions to approve with no recorded opposition. The actions will be forwarded to the county planning commission as required by process.
