Town board approves restaurant with restricted gaming and liquor at Alto and Lamb; applicants pledge security, cameras and trash controls

The Sunrise Manor Town Advisory Board on Thursday approved a use permit to allow a restaurant with restricted gaming and alcohol in an existing office‑warehouse and retail complex at the southwest corner of Alto Avenue and Lamb Boulevard.

Tony Celeste, representing the applicant, told the board the proposal involves interior work only on the south portion of an existing L‑shaped building and no exterior modifications to parking or landscaping. Celeste said the restaurant would be accessed through a shared driveway and that the applicant "appreciate[s] staff's recommendation of approval and agree[s] with all the conditions."

During public comment, Al Rojas and other residents asked about trash enclosures and homelessness. Celeste said the site will have enclosed trash facilities and visible security cameras directed toward the parking lot; a tenant representative identified the tenant as "Dottie’s." Celeste said the applicant would coordinate trash enclosure placement with the landlord and comply with staff conditions.

Board members asked whether the restaurant would have outside dining or loud music; Celeste said there is no outdoor dining planned and that the business will be similar to a casual, interior‑only restaurant. Planning staff recommended approval with conditions; the board voted to approve the use permit and design review by voice vote.
