The request was made by Megan Cram, one of the property heirs, who said the structure — described in the file and at the hearing as a "lookout" platform — was built years earlier by a contractor who did not finalize permits. Cram told the board she has submitted engineering paperwork to the county and that staff and a building official advised her to wait for approval before paying for an expensive soil test.
Neighbor Jerry Smith, who identified himself as living at 7067 Mount Rich Drive, told the board the structure sits near a six-foot masonry perimeter wall at the top of a berm and said the slab and construction could destabilize the wall. "It should have had an engineering design before it was approved because it's built on an unstable berm," Smith said, urging denial on safety grounds.
Cram replied that an engineer had been retained, that engineering documents were submitted to the county, and that the contractor board had been notified of the contractor's failure to finalize permits. County staff at the meeting confirmed the building department and zoning had approved the structure subject to outstanding items — notably the soil sample — and that the structure must still pass inspection and receive final signoffs before work is complete.
Board members moved to approve the extension subject to staff conditions. The motion carried and the board recorded no opposition when asked.
The board's action tonight was limited to a time extension; it did not grant final building approval. The applicant must provide the soil test results and satisfy the remaining building-inspection and permit conditions required by county staff before the structure can be finalized.
