Town board allows contract-construction use with conditions, requests landscaping after planned SID work

The Town Advisory Board on Feb. 27 approved a use permit (UC250074) and related waivers for a proposed office-warehouse and contract-construction service facility on about 1.41 acres on Betty Lane, subject to conditions the board added during the hearing.
Property owner Richard Carroll described plans for a 100-by-40-foot warehouse to secure equipment used by his stucco company, stressing the site would be used primarily for storage and not as a public-facing retail operation. Carroll said the building would have minimal windows for security and that the property would be secured with a privacy screen on top of a two-foot retaining wall and an 8-foot security fence.
Neighbors spoke in favor of reasonable security measures and urged care on landscaping because dense planting can encourage encampments. Resident Al Rojas recommended no-trespassing signage, proper lighting and low-maintenance desert landscaping such as rocks and cactus to deter camping; Carroll and other speakers agreed.
Board members and staff discussed that the block is within a Special Improvement District (SID) program that will bring public improvements (curb, gutter and street lights). The board conditioned approval on the applicant deferring the new streetscape landscaping until SID roadwork is complete to avoid rework; the board also excused the applicant from completing certain parking-area landscaping improvements at this time because the site will remain private storage rather than a public business operation. The board approved the permit and waivers per staff recommendations with those added conditions; vote was unanimous.
The applicant was advised to coordinate final landscape plans with the SID schedule and to comply with permit conditions for fencing, lighting and security screening before final permit issuance.
