The Paradise Town Board Advisory Board on July 8 held, at the applicant's request, consideration of use‑permit application 250437 for a proposed home‑occupation and related waivers at a residence on North Pama Lane and east of Pecos Road in Paradise.
The item matters because neighbors said the requested change would convert an unusually large structure in a residential zone into a commercial use that could increase traffic and noise; the board voted to hold the application to July 29 to give the applicant time to meet with neighbors.
The applicant sought a home‑occupation permit and waivers including increasing the height of an accessory structure on a 1.05‑acre parcel in the RF‑2 (single‑family) zone. Staff materials cited operating parameters discussed in the hearing, including a proposed maximum of 10 students and operating hours described in the application from 7 a.m. to 10 p.m. Neighbors said those limits, and the size of the building, would still be incompatible with the surrounding residential area.
Several nearby residents spoke at the public comment period. Anne Bassett, a resident who said she has lived in the neighborhood since 1994, told the board the applicants were not proposing a full commercial school and that the building would be used for occasional private lessons, saying, "This building is gonna be very quiet. Nobody will ever know what's going on in there." Adam Baffick, who identified his address as 7731 Sandals Avenue, and other residents urged the board to consider traffic and the effect of a large commercial operation in a residential area.
During discussion board members noted the size of the building, the private street serving the parcel, and concerns about up to 10 vehicles arriving for lessons. One board member referenced staff recommendations and advised the applicant to review those materials before the next hearing.
At the applicant's request, the board voted to hold the item to the board's next meeting on July 29, 2025, to allow additional outreach between the applicant and neighbors. No final permit decision was made at the July 8 meeting.
The board closed the public comment portion after several neighbors spoke and deferred final action until the July 29 meeting to allow for further discussion and potential changes to the application.
