Paradise Town Advisory Board members on Tuesday approved a vacation of public right‑of‑way and several development waivers for a proposed 486‑room, non‑gaming hotel near the Mirage/Treasure Island resort parcel.

The approvals cover the abandonment/vacation of surrounding streets and waivers to allow reduced loading and modified driveway and street standards, with the board adding preliminary staff conditions and asking that outstanding circulation and traffic technical studies be completed before final county review.

The applicant described the project as a 486‑room, non‑gaming hotel with a tower reaching approximately 648 feet and multiple subterranean parking levels and internal circulation intended to minimize surface stacking. The project team said loading docks and service access are designed to operate primarily outside guest arrival hours and that the proposal includes a provision to install EV‑capable parking now and add charging stations over time.

County staff recommended approval of the street vacation and the associated waivers, subject to the conditions in the staff report. Staff also flagged the need for further technical traffic and circulation analyses; the board affirmed that requirement during discussion.

Representatives of the nearby Treasure Island resort told the board they remain concerned about how employees and delivery vehicles will use the small driveways that feed the area and asked the applicant and county to ensure mitigation measures prevent queuing that would block employee access and local circulation. The applicant said the project design concentrates guest circulation and drop‑off on Pershing Avenue and internal private drives and that valet and subterranean parking would reduce surface impacts.

After discussion the board voted to approve the right‑of‑way vacation (agenda item 10) with preliminary staff conditions and then approved agenda item 11 — the requested waivers for loading, EV parking staging, modified street and driveway standards, and related items — again subject to staff conditions and the completion of the required technical studies. Board members recorded no opposed votes during the roll calls for those motions.
