Advisory board backs Las Vegas Underground Mansion use permit and waivers; leaves final recommendation to commissioners

The Paradise Advisory Board voted to grant a use permit and multiple waivers for the Las Vegas Underground Mansion property on Spencer Street to allow museum, educational tours, caretaker housing and limited entertainment uses, subject to preliminary staff conditions. Because only three members were present, the board recorded approval but did not forward a formal recommendation to the County Commission.

Representatives said the property owner, Stasis Foundation (a Florida‑based owner per the applicant), intends to operate historical tours, school field trips, workshops and occasional entertainment in the 16,000‑square‑foot underground space. Frankie Lewis, director of events and business development for the project, said the space is acoustically isolated (“no one can hear from outside if there’s a concert”) and described planned programming that includes photography workshops, historical tours and occasional performances. Lewis said the operation will not host adult‑oriented businesses and that event contracts include security and shuttle requirements where needed.

Board members and several members of the public discussed circulation and parking. Applicants said they have agreements to use off‑site parking and plan to use shuttle buses for larger events and during the Spencer Street construction period; applicants said shuttle and security protocols will be in operator contracts. Several neighbors and a speaker from the public supported the museum‑use proposal and noted the property’s historical value. The board approved the use permit, waivers and design review with preliminary staff conditions; the record shows the decision was taken at the hearing, and staff will finalize conditions and next steps for county review.
