Applicant representative Marissa Furman said the project would retain most of the existing 3,800‑square‑foot building and add roughly 440 square feet, reconfigure site access, and provide landscaping and a pedestrian zone. The proposal requests several waivers tied to existing constraints (including parking reductions allowed by the Maryland Parkway overlay and driveway geometry waivers), and the applicant said artwork requirements for the overlay would be deferred to a later application.
Board members asked about sidewalks, access points, and parking. The applicant said the site anticipates mostly takeout/delivery for at least one tenant and cited student foot traffic near the university as a reason the overlay allows parking reductions. A motion to approve with preliminary staff conditions carried by voice vote; the item will be forwarded to county bodies for final action.
