The Enterprise Town Advisory Board on Sept. 10 recommended approval of a zone change (ZC250585) to reclassify 1.2 acres from RS‑20 to RS‑10, approved a vacation of a portion of La Cienaga Street (VS250586) and granted some, but not all, waiver requests (WS250588) tied to a proposed four‑lot single‑family subdivision east of La Cienaga Street north of Neil Avenue in Enterprise.
Applicant representative Wynn of ACG Design presented the proposal and said the changes would allow four lots intended to complement surrounding development. He said the design relies on alternative yard configurations and that, because the homes will be custom, no design review plans were available. “Due to the layout of the lots, we went with some alternative yards,” Wynn said, explaining the front/side yard orientation and the requested setback reductions.
Neighbors at the meeting objected to the waivers and said they feared drainage impacts, higher walls and two‑story homes overlooking their backyards. Kenneth Pride, whose property borders the proposed subdivision, said the project would remove a drainage easement and that “if they're 2 stories, they're gonna look right into our backyards.” Michael Woodland, another adjacent property owner, asked how much the pad would be raised and what the final wall heights would be.
Staff supported the zone change and the vacations but did not support all setback waivers. Board members expressed particular concern about approving front‑setback reductions without a design review showing final grades, wall design and home elevations. One board member said the panel could support the RS‑10 reclassification and the vacation but hesitated on approving the most significant front‑setback waiver given the lack of design details and unanswered questions about drainage flows and perimeter walls.
On motions recorded at the meeting the board approved WS250588 with the condition that waiver item 1a be denied and waiver item 1b be approved; the board approved VS250586 (vacation) and ZC250585 (zone change) per staff conditions. The approvals were advisory recommendations that will be forwarded to the Clark County Planning Commission and Board of County Commissioners for final action.
Board members advised the applicant to work with neighbors on drainage and wall design; staff conditions included noise restrictions related to nearby Henderson Executive Airport.
