On Sept. 9, 2025, the King County Flood Control District Board of Supervisors approved Motion FCD25-04 authorizing the chair to enter a one‑year professional services agreement with Inslee Best Doezie & Ryder PS to provide legal consulting services to the district. The motion passed 8-0 with Supervisor Von Reichbauer excused.
Michelle Clark, the district executive director, reported that the district issued an RFP for legal services from May 26 through June 20 and advertised the solicitation in the Puget Sound Business Journal and The Seattle Times. The district received a single response — from Inslee Best — and staff determined the firm could perform the required work and provide adequate legal services.
Under the motion, Inslee Best would serve as the district's general legal counsel for an initial one‑year term with options for three additional one‑year extensions. Clark said the approval is consistent with district procurement policies, is administrative and does not impact the 2025 budget. Charlotte Archer will continue as the district's primary point of contact with the firm.
Vice Chair Perry moved the motion. The clerk recorded a roll call with eight ayes, zero nos and von Reichbauer excused; the chair declared the motion adopted. Board members expressed appreciation for the legal team and the working relationship with district counsel.
