Hearing Examiner Andy Cotkamp closed the public record Sept. 8 on an application to divide roughly 12.49 acres in unincorporated Kittitas County into 39 residential lots and said he will issue a written decision within 10 working days. The application is listed as long plat LP 25-00004.
County planning staff told the hearing examiner that a Mitigated Determination of Nonsignificance (MDNS) under the State Environmental Policy Act (SEPA) was issued May 15, 2025, and that the appeal period ended July 16, 2025, with no appeals filed. Skyler, Kittitas County planning staff, said the project comprises three existing parcels, is zoned urban residential and would be served by the City of Ellensburg Public Utilities for water and sewer. Staff recommended approval with the conditions listed in the staff report.
Staff presented the project as a 39‑lot residential long plat and said the proposal incorporated on‑site critical area buffers into the lot layout. Skyler said agencies notified and/or providing comment included the City of Ellensburg; Kittitas Valley Fire & Rescue; the Bonneville Power Administration; Cascadia Irrigation District; the Confederated Tribes of the Colville Reservation; the Yakama Nation; the Washington Department of Fish and Wildlife; the Washington Department of Ecology; the Washington State Department of Health Office of Drinking Water; and Kittitas County Public Works. Skyler also noted one written public comment from a neighboring property owner, Nancy Jewett.
Applicant agent Tyler Glahn confirmed he had reviewed the staff report and the proposed conditions and said, "No. I don't have any objection to anything, that's proposed." Glahn told the examiner he had researched the property, consulted neighbors and county departments during design, and said the project had progressed smoothly to date.
Cotkamp admitted the staff report and an accompanying index of 22 exhibits into the record, heard the staff and applicant presentations, noted there were no members of the public present to speak at the hearing, and closed the public record. Cotkamp said, "I will close the public record on this matter. I'll have my written decision made within the next 10 working days." The examiner did not issue a decision at the hearing; any formal approval, denial or conditions will appear in his forthcoming written determination.

Agencies' comments and the single written public comment from Nancy Jewett are also in the file; no appeals of the MDNS were filed during the appeal window. The examiner adjourned the Sept. 8 hearing after closing the record; the written decision will state the examiner's findings, conclusions and any conditions of approval or denial.
