Hamilton council approves historic-house rules, Green Acres playground grant, dispensary support and consent agenda; first-reading for school-pedestrian easings

The Hamilton Township Council on Feb. 4 approved multiple resolutions and an ordinance introduction affecting historic preservation, parks, redevelopment review and municipal infrastructure.

Key votes at a glance:

Isaac Pearson House historic-restoration qualifications — Approved. The council adopted contractor qualification regulations required for exterior restoration work at the Isaac Pearson House (a property on the New Jersey and National Registers of Historic Places). Township business administrator Kathy Manzo said the total project is estimated at about $250,000 with $150,000 covered by a grant and a $100,000 township match placed in the capital plan. The regulations are intended to ensure work preserves the property's historic character before a pre-construction meeting with qualified contractors.

Green Acres / inclusive playground at Switlik Park — Approved. The council held the required public hearing and authorized application for a Green Acres grant to build a fully accessible playground at Switlik Park (requested grant amount cited as $750,000). Officials said the playground is intended to be accessible to children with disabilities.

Support for Sweet Spot / JSN Tolsi dispensary application — Approved (one abstention). The governing body voted to support a local applicant (JSN Tolsi, doing business as Sweet Spot) in its application to the New Jersey Cannabis Regulatory Commission for a retail dispensary at 199 Sloan Avenue. Sweet Spot representatives described site parking, security measures and odor mitigation. One council member abstained from that vote and cited a work-related conflict while the rest voted to approve the resolution supporting the application.

Consent agenda (CA 1–CA 19) — Approved. The council approved 19 consent items. Two items noted during the meeting: (1) an amended transfer resolution for the 2024 municipal budget increased from $30,000 to $48,000, and (2) a referral (CA-19) directing the Hamilton Township Planning Board to study whether the former convent at Our Lady of Sorrows (Block 1666, Lot 80) qualifies as a non-condemnation area in need of redevelopment to enable conversion of the convent building to senior-affordable apartments; officials said this vote sends a preliminary request to the planning board, not an approval of redevelopment plans.

Ordinance introduction — First reading. The council introduced (first reading) Ordinance 125-002 accepting temporary and permanent construction easements for a pedestrian-safety project at Faulkner Elementary School (a state-aid project, federal project and state job numbers were read into the record). The ordinance was introduced for first reading and will return for a later public hearing and final vote.

Other notes: The council approved proclamations marking Teen Dating Violence Awareness and Prevention Month, American Heart Month and Black History Month, and approved other routine communications and appointments.
