The resolution implements contractor prequalification regulations required by NJSA 48:11-25 so the township can limit bids to contractors who meet specialty certifications for pond restoration. Council members voted unanimously to adopt the rule after closing the public hearing.
The new prequalification standard is intended to ensure bidders have specialized experience. A staff member described the requirement as limiting the pool to “a certified aquascape contractor” and said the work will include partial demolition of the existing pond and installation of a specialized filter, plus landscaping features such as coves and waterfalls. "What this resolution is doing is really setting the prequalifications for any contractor that would work on this or bid on this," the staff member said during the hearing.
A resident, Rich Balgowing, asked whether the restoration approach would produce a low‑maintenance, long‑lasting result and said he was concerned about silting and ongoing maintenance. The staff member responded that the planned work would likely address those concerns through filtration and other design elements.
Council members noted funding for the project. A council member said roughly half the project is funded through Green Acres funding, and the remainder had previously been anticipated as a capital item. The council described the project as a long‑awaited maintenance and restoration effort for a township park.
The council closed public comment, moved the resolution and adopted it by roll call: Mister Caravelli — yes; Miss Phillips — yes; Mister Chai — yes. The motion was moved and seconded during the meeting record.
The resolution establishes the prequalification criteria the township will include in the anticipated bid package; separate contract award decisions will be made after the bidding process.
