Uvalde CISD approves memorandum of understanding with Uvalde Police Department

The Uvalde Consolidated Independent School District board approved a memorandum of understanding (MOU) between the Uvalde Police Department and the UCISD Police Department to clarify communication and coordination where jurisdictions overlap.
District staff described the MOU as a framework for ‘‘reasonable communication and coordination efforts’’ between the district police and municipal officers. Staff said there is no fiscal impact from the agreement and recommended board approval.
Trustees and staff discussed the need to reference the district’s emergency operations plan and the active‑assailant annex in the MOU so response roles and information housing are clear. One trustee asked the district to include measurable training commitments; trustees proposed regular walk‑throughs or tabletop exercises and requested a target number of trainings, with one trustee saying, “I would like to see at least a number.”
District staff said annual walk‑throughs already occur and that the district uses schools for training. Staff reported they were about 30 percent finished labeling buildings, gates and doors and that full placards would be in place by the October 31 deadline.
Trustee Quinones made the motion to approve the MOU with the suggested additions; Trustee Flores seconded. The motion passed unanimously.
Staff said the district will proceed to add references to the emergency operations plan and the active‑assailant annex where appropriate and will continue work to establish MOUs with other responding agencies in the region.
