Spring Valley — The Spring Valley Town Advisory Board voted to remove a prior condition that tied alcoholic beverage service at Cowabunga Canyon Water Park to specific cabanas and a beer garden, allowing the operator to serve beer, wine and low‑proof spirits throughout the park under business‑license rules.
A representative for the park said prior approvals in 2015 and 2019 authorized beer and wine service in defined areas; the current request would remove the location restriction so authorized service can be delivered throughout the park while existing operational safeguards remain in place.
The applicant’s representative noted security and service procedures included wristbands, ID checks, restricted service windows and staff training, and cited a letter from Henderson Police regarding Cowabunga Bay in Henderson showing no increase in incidents after a similar policy change there. Planning staff said Title 30 now defers many alcohol operations to business licensing, and that the operator’s business license restricts spirit sales to products under 17 percent alcohol by volume.
Board members asked about enforcement and monitoring; staff said incident reports are tracked in real time and that the park has not experienced an increase in alcohol‑related incidents. A board member asked whether the operator would accept revisiting the change after a year; no formal one‑year review condition was imposed. The board approved the staff recommendation.
