The Spring Valley Town Advisory Board approved a design review on an unspecified evening for a proposed quick-service restaurant with a drive-through on a 7.51-acre portion of a 64.23-acre shopping-center parcel near Spring Mountain Road and Rainbow Boulevard.
The applicant, represented by Tony Celeste, said the new building would be roughly 3,300 square feet and replace an existing closed building on the site. The board approved the proposal with staff conditions and requested a correction to the staff report’s location description.
Why it matters: The site sits within an established commercial center that shares parking and cross-access. Board members said accuracy in staff documentation matters because cross-access, parking and notice distances affect nearby residential properties.
Developer representative Tony Celeste described the proposal in detail during the presentation: "It is about 3,300 square feet. Quick service restaurant with a drive through." Celeste explained the drive-through circulation would enter on the north side of the building, wrap around the west and exit to the south, and that the plan meets required parking and landscape standards shown in the submitted plans.
Board members pointed out an error in the staff write-up that misidentified the parcel’s orientation. John Getter, a board member, urged precision: "If we approve something with errors, nonetheless, that's what we approve." The applicant and staff confirmed the correct description is the south side of Spring Mountain and the west side of Rainbow; the board’s motion included that correction.
A board member disclosed a possible proximity issue: Carol said she could be affected by the proposal because her property lies nearby. The applicant noted the overall commercial subdivision and shared parking arrangements require evaluation of parking demand when new uses are proposed.
The board approved the design review by voice vote, accepting staff conditions and the location correction. The decision advances the project to the county review stages where final permits and technical checks will occur.
