The Spring Valley Town Advisory Board approved a zone change, right-of-way vacate and several waivers for a parking lot tied to City Light Church, located north of Sunset and west of Wendell, but the approval included conditions addressing landscaping, pedestrian access and security.
The applicant asked to rezone 4.09 acres from RS-20 to CP and sought waivers including modified buffering and screening, modified residential adjacency standards, elimination of EV charging spaces and a waiver of street dedication. The project proposes detached sidewalks, perimeter planting and a 15-foot landscape buffer in most locations; the applicant requested a reduced buffer for one residential adjacency where neighbors indicated acceptance.
Project representative told the board the church’s large membership and desire to reduce off-street residential parking motivated the design. Staff and the applicant discussed EV-charging infrastructure and noted technical reasons the applicant did not include EV charging in the initial paving, including the cost and the fact some asphalt would need to be removed to install chargers near the existing church building.
Several nearby residents asked about site security and drainage. One resident asked whether the parking lot would be open overnight and whether the north wall would be high enough to block headlights and runoff; the applicant said site drainage would be addressed in required engineering studies and said they were open to fencing or other security measures prior to the county hearing. The TAB approved the zoning and vacate items and granted waivers with staff conditions; the advisory recommendation will be forwarded to the Clark County BCC for final action.
