The Spring Valley Town Advisory Board on Feb. 11 approved use permits, waivers and design reviews for vehicle sales, maintenance and related commercial uses, but several board members and residents raised concerns about landscaping, heat-island effects and potential residential adjacency.
Items 16–18 covered a proposed vehicle sales, maintenance and outdoor-storage facility on about 4.52 acres in an IP zone (use permit UC240760 and related waivers and tentative map). Paul Larson, counsel for the applicant, said a water main and easement under the western portion of the site limit deep planting and prevent large landscaping in that strip. Larson said the project includes opaque walls and gates around service areas and limited outdoor storage to minimize views into service bays. The applicant said the site is designed to keep maintenance and major service work indoors in a climate-controlled area.
Larson and applicant representatives described plans for a high-end, low-inventory showroom where customers would often order bespoke vehicles and service them indoors.…
