Spring Valley board approves third extension for Collaboration Center Foundation campus buildout

The Spring Valley Town Advisory Board voted to approve a third extension of time for Collaboration Center Foundation Inc. to finish buildout of a nonprofit campus on land near Windmill Lane and Gagne Boulevard.
The board approved the extension after the applicant, Cindy Gusak of Collaboration Center Foundation, told the board the campus is roughly 90% built and that the remaining work depends on private fundraising. "We have 1 final area to finish build out on...it is just a matter of fundraising," Gusak said.
Board members asked clarifying questions about funding sources. Gusak said federal money (COVID-era funds) paid for the initial 12,000-square-foot treatment facility, and the remaining work will be completed from private donations. Matt (board member) confirmed the federal grants had been awarded and expended; Gusak repeated that the outstanding work depends on private donors. The public offered no comments during the hearing on this item.
After discussion the board moved and approved the extension by voice vote. The board record shows the motion passed with verbal "aye" votes and no recorded opposition.
The extension applies to the project's land-use approvals (previously ZC-21-95, now ET-25-40024) and to associated use permits and waiver requests listed in the application. The applicant said she expects to complete fundraising and construction within the year.
