The monitor spoke at a hearing required by state law after she was appointed July 1 by Education Commissioner Betty Rosa. “As a Mount Vernon monitor, I'm charged with providing oversight, guidance, technical assistance related to academic and fiscal policies, practices, programs, and decisions of the school district and the board of education,” Young Wilkins said.
The statement matters because the monitor’s findings and the financial plan — once approved by the commissioner — become binding on the district and will shape next year’s budget, staffing and programs. Young Wilkins said the district’s fiscal condition could “lead to severe academic declines” if not corrected and described the immediate work she will undertake.
Young Wilkins told the meeting she will review district contracts and expenditures line by line, examine the current budget and submit recommendations to the commissioner. “I will have the opportunity to weigh in on every fiscal action taken by the board,” she said, while noting she is not entitled to vote on board matters and does not count toward a quorum.
