Rachel Jackson, a Curtis Avenue resident, told the Midwestern Township Committee on Sept. 4 that she has observed what she believes are illegal boarding-room arrangements, overcrowded street parking and persistent trash in a portion of Curtis Avenue.
The complaint came during the meeting's public-comment period. Jackson told the committee she had a specific address but declined to read it aloud because the meeting was streamed. “I came in today to talk about regulations on multifamily, single room options. ... I just wanna see if there anything that we can do,” she said.
Mayor Roberts and other committee members acknowledged the complaint and asked staff to follow up. The mayor said staff would have municipal officials check the concerns and directed Jackson to speak with township staff after the meeting. The mayor also said street parking is public. “It is street parking. It's public parking,” the mayor said.
Public Works Director Joe Scambuzzo (identified in the meeting) explained how trash service is handled and how residents should report problems. Scambuzzo said the township contracts a private company for regular trash collection but that Public Works responds to missed pickups and handles bulk items. “Public Works will always come out and take care of it even if it was the other company that did it,” he said, and advised residents to call Public Works to schedule bulk pickup or report missed service.
The committee did not take formal enforcement action during the meeting. Town staff said they would follow up with the resident and send Public Works to inspect the reported locations. No timeline for inspection or any contemplated code-enforcement action was specified at the meeting.
The resident’s concerns covered three distinct issues: possible illegal boarding-room rentals (code/enforcement), on-street parking congestion, and trash and bulk-items left curbside. Committee members and staff provided contact guidance (Public Works) and described the operational split between contracted trash collection and municipal bulk-trash collection, but the meeting transcript does not record any specific ordinance, complaint filing, citation, or scheduled inspection date.
