TOMBALL, Texas — At its Sept. 8 workshop the Tomball ISD administration told trustees it will ask the board to approve several Bond-related procurement items at the Sept. 9 regular meeting, including an award recommendation for a construction contract at Tomball West High School and a district-wide IDIQ (indefinite-delivery, indefinite-quantity) vendor list.
Superintendent Martha Salazar Zamora and staff presented the recommendations. The administration asked trustees to approve a recommendation to award a construction contract to Grama Construction for an agricultural center and a competitive soccer field at Tomball West High School. The construction cost presented was $10,290,000 with an overall project budget of $11,300,000; the presentation identified bond 2021 funds as the source for that project.
The administration also asked trustees to approve an IDIQ vendor list and associated not-to-exceed professional-services budgets for Bond 2025 projects (RFQ/IDIQ referenced as RFP 99225-31 in the materials presented). The IDIQ list includes vendors across categories such as architecture, civil engineering, surveying, traffic engineering, roofing, landscape architecture and technology consulting. The evaluation committee that reviewed submittals included district staff and outside team members identified in the presentation as LAN’s team, Jim Ross, Mitch Lee and Casey Fields.
Why it matters: Approving the Grama Construction award would authorize a major construction contract for Tomball West High School; adopting the IDIQ vendor list would create a pre-vetted pool of consultants the district can draw on for Bond 2025 projects so staff can assign work quickly while adhering to procurement rules.
Board members asked how the IDIQ process works and how the district will select among multiple approved vendors in a category. Staff explained the IDIQ process is a public, scored procurement; the evaluation committee applied a rubric and ranking to submittals, and staff intends to select from the higher-scoring firms when a given project’s schedule and qualifications align. The administration clarified the IDIQ list is specific to Bond 2025 projects and will not supersede existing lists for prior bond programs.
No formal vote was taken at the workshop; staff will present the award recommendation to Grama Construction, the IDIQ vendor list and the not-to-exceed budgets for board action at the Sept. 9 regular meeting.
