Tomball ISD approves interlocal agreements with county JJAEPs and extends SRO agreement with Harris County Precinct 4

Trustees unanimously approved memoranda of understanding (MOUs) with the Montgomery County and Harris County Juvenile Justice Alternative Education Programs (JJAEPs) and approved an interlocal agreement with Harris County for school resource officer services provided by Precinct 4 constable’s office.
The district presented MOUs that formalize placement and coordination with the county JJAEP programs; the board approved both MOUs without discussion. For the SRO interlocal agreement, staff said the partnership with Precinct 4 has been ongoing for roughly two to three years and currently funds 31 officers districtwide. The administration explained the agreement’s term runs on the county calendar (beginning in October), and noted the district will consider an addendum for July–September to align with the district fiscal year. Staff said an additional two officers are being added to support the opening of Tomball West High School and that the full contract will return to the board in October for further action.
Board members asked about timing and the process with Commissioner’s Court and counsel review; staff noted the agreement requires county commission approval and legal review, which is the reason for the early approval and anticipated addendum. The motions to approve the MOUs and the interlocal agreement carried unanimously.
