Board awards chiller and rooftop HVAC maintenance contracts totaling annual services of $47,500 and $552,000

The Southwest ISD Board of Trustees approved two multi-year preventive-maintenance contracts for district HVAC systems on Tuesday: one for chillers and boilers and another for rooftop units.
District procurement staff told trustees they solicited proposals and evaluated bidders on published criteria. Comfort Air Engineering Inc. was recommended as the best value for chiller and boiler maintenance; staff presented a contract of $47,500 per year for an initial three-year term from Sept. 1, 2025, through Aug. 31, 2028, with two optional one-year extensions. "The scope of this work includes the annual cleaning inspections and preventative maintenance program for all the chillers, fan coil units, package units, furnaces, pumps, and boilers throughout the district," staff said.
For rooftop HVAC systems, staff recommended awarding the contract to Airstream General Construction Co. Inc. for $552,000 per year on the same initial three-year schedule with two one-year options. That contract covers preventive maintenance for RTUs, compressors, condensers, fans, motors, bearings, evaporator coils, and filter replacement across district campuses.
Why it matters: the two contracts cover routine maintenance that district staff say reduces equipment failure risk and supports climate control for classrooms and buildings. Staff noted the contracts establish an annual service amount and that major capital replacements would be quoted separately if required.
Board action: motions to award both contracts as recommended were approved by the board. Staff said emergency or out-of-scope repairs (for example, a replacement chiller) would be quoted outside the preventive-maintenance contract but procured through the established vendor when appropriate.
Ending: With both contracts awarded, the district will proceed to finalize agreements and begin the service period on Sept. 1, 2025, subject to contract execution and any required bonds or insurance documentation.
