Southwest ISD holds public hearing, approves 2025–26 ESSA consolidated grant application

Loretta, a district staff member who presented the plan, told trustees the district will receive "a little over $4,500,000" for Title I, Part A and proposed spending 89% of that on campus-level supplemental support such as teachers, aides, materials and services for students experiencing homelessness.
The presentation detailed other allotments and planned uses. Loretta said the district will allocate $33,532 for Title I, Part C (migrant) and will pay Region 20 under a supplemental service agreement to assist those students. Title II funding is "just over $600,000," she said, with 63% for additional support personnel, 24% for contracted training services and 3% for training materials; 4% was listed for travel for professional development. Title III (English learners) was reported as $257,123, with 77% for additional support personnel and smaller percentages for professional development and summer programs. An immigrant allotment of $16,842 will be used to "develop instructional practices to work with our migrant students," Loretta said. Title IV was listed at $339,245, with 56% for safe and healthy student supports, 27% for well-rounded education and 13% for technology and digital literacy.
After the public hearing, a board member moved and the board voted to approve the ESSA consolidated federal grant application for the 2025'26 school year. The vote was taken by voice; the motion passed with no recorded roll-call names in the public transcript.
The district corrected a wording typo during the meeting: under Title IV the line should read "well-rounded students" rather than the earlier phrasing shown in the packet.
The approved application will be submitted to the appropriate federal/state agencies and the listed allotments will be applied as presented.
Staff invited questions during the hearing; trustees asked clarifying questions about how specific percentages translate into personnel and program support, and Loretta identified campus staffing and supplemental services as the primary uses of the Title allocations.
