Commissioners approve contract with Oracle Elevator to modernize parking-deck elevators

The Haywood County Board of Commissioners on May 19 approved a contract with Oracle Elevator to modernize both elevators in the Branner Avenue parking deck, following a competitive procurement that resulted in three responsive bids.
Tim Sisk, Haywood County facilities director, told the board the county first received a single bid that could not be opened, rebid the work and ultimately received three bids; Oracle was the low and most-complete bidder. "We put this thing out to bid, received 1 bid, could not open that, kicked it back out again, got 3 bids," Sisk said.
County engineering representatives and facilities staff told commissioners the work is a modernization of existing elevator systems rather than a full car replacement; the county can salvage components for three other elevators of the same vintage. Scott Minton (engineering representative) noted the contract includes standard workmanship warranties typical for this type of modernization work.
Commissioners asked whether the county has previously used Oracle; Sisk said the firm was not a prior vendor for county elevator work, and staff reported the county uses KONE for ongoing elevator service. The board voted to approve the contract; a motion to award passed unanimously.
Why it matters: the project updates control components the county said are functionally obsolete and replaces systems to extend elevator service life within the existing shafts and structures. County staff said modernization extends the useful life without the full cost of complete replacement.
Next steps: Facilities will manage contract execution and coordinate salvage of components as specified in the contract. The county will retain KONE for ongoing maintenance of elevators not covered by the modernization contract.
